The Project
The annual alternation of SAIE between Bologna and Bari has made the event an essential benchmark for the construction sector, bringing together professionals from all over the country. To enhance this feature, SAIE is launching the technical conference “URBAN REGENERATION: BETWEEN HOUSING WELL-BEING AND STRUCTURAL SAFETY”, which will take place in Bari in November 2026 and in Bologna in November 2027, thereby consolidating both the annual alternation and the connection with the local areas.
The 2026 Conference in Bari
The 2026 conference will be held at The Nicolaus Hotel Bari on November 4, in collaboration with technical partners, institutions, companies, associations, and professional orders that make up the SAIE Bari community. The event marks SAIE’s return to the city following the success of the exhibition’s 2025 edition (512 exhibitors and 31,728 visitors) and represents an opportunity to promote the Central-Southern region, share knowledge, and define growth strategies for the building sector.
Goals
The conference will provide a platform to discuss the sector’s most current topics, promoting a more efficient and competitive development while consolidating professional networks within the region. In particular, the event will offer the opportunity to:

Regulatory framework: a decisive turning point for the construction sector
The conference takes place at the heart of a profound regulatory transformation phase that is reshaping the construction sector at both European and national level.
In recent months, several key measures have entered into force or are in the full implementation phase, significantly impacting the design, renovation, and management of the built environment:
- EPBD IV Directive – “Green Homes” (EU 2024/1275)
It introduces stringent energy efficiency targets: a 16% reduction in the average energy consumption of residential buildings by 2030 and a 20–22% reduction by 2033, with the goal of achieving full decarbonisation of the European building stock by 2050. Italy was required to transpose the directive by 29 May 2026; as of the date of the conference, the process is still being finalised. - Ministerial Decree on Minimum Energy Requirements 2025 (28 October 2025)
Entering into force on 3 June 2026, it significantly updates the methodologies for calculating building energy performance, introducing new standards for heat pumps and BACS (Building Automation and Control Systems) for building management and control. - 2025 Environmental Minimum Criteria (CAM Edilizia) (Ministerial Decree 24 November 2025)
Applicable from 2 February 2026, the new Minimum Environmental Criteria strengthen the regulatory framework for public procurement in construction, extending the mandatory use of LCA (Life Cycle Assessment) analysis and EPD (Environmental Product Declarations) certification to a wider range of material and product categories. - Conto Termico 3.0 (August 2025)
Entering into force on 25 December 2025, it progressively phases out incentives for fossil fuel boilers and strengthens support for interventions related to energy efficiency and building automation systems.
November 2026 therefore represents a strategic moment of consolidation: the main regulations are fully operational, industry professionals are required to translate them into practice, and contracting authorities must adapt their procedures and design and selection criteria.
The conference is designed precisely to address this need for technical and operational guidance, offering an up-to-date reference point for the entire construction supply chain.
